The Senior Director of Capital Programs is responsible for performing professional level work directing the activities of the Planning and Development department which provides a broad range of management, contract administration, and architectural/engineering services in the development and implementation of Capital Improvement Projects.
Develops administrative and operational plans in conjunction with the President/GM to accomplish project completion as efficiently as possible.
Evaluates and executes the convention center’s capital program by planning and prioritizing capital projects, project programming to meet stakeholder needs, development and management of project budgets and implementation schedules
Formulates overall Capital Projects implementation strategies
Establishes priorities and goals for project control teams
Compiles construction data and coordinates with public and private entities to expedite the relocation of utilities and/or services, as needed
Devises and analyzes a variety of studies for the convention center, (including convention forecast and facility needs), in order to modify the master plan to reflect the long term needs of the convention center.
Prepares project status reports based on project control team reports and feedback
Prepares Board agenda items for review
Develops specifications and bid documents for procurement or maintenance projects, service contracts, public works projects and procurement of material and supplies in accordance with guidelines established by the MCCNO.
Interfaces with contractors, service companies and suppliers in the administration of contracts and purchase agreements.
Reviews and monitors the review of all Change Orders/ requests, and assists in final negotiations
Reviews Payment Applications and Contractor’s claims
Visits project job sites and reviews contractor job progress
Resolves construction related conflicts and disputes
Develops the annual budget relating to capital projects and expenses and assists in managing related cost controls to ensure the efficient and effective operation of the MCCNO.
ACCOUNTABILITIES FOR SUPERVISION
Participates in decisions related to the selection, promotion, transfer, pay and discipline of assigned personnel.
Orients employees to MCCNO policies and procedures; clearly communicates job duties and responsibilities so individuals may proceed with certainty in the performance of their positions.
Personally conducts or oversees training for new employees to ensure established procedures are clearly understood and followed.
Monitors the work performance of assigned personnel on a continual basis, conducts effective performance appraisals and takes corrective action whenever necessary.
Creates a working climate in which assigned personnel are motivated to develop their skills and abilities and demonstrates by personal example the desired standards of conduct and work performance.
Administers MCCNO policies in a fair and equitable manner with regard to discipline, tardiness, absenteeism or insubordination and fully documents all incidents and actions taken.
Bachelor's degree from a four-year college or university; and six to ten years construction-related project management and building maintenance experience and/or training is required. Engineering or Architectural Degree is preferred, but not required. Minimum of five years in a supervisory level position required. To perform this job successfully, an individual must be proficient in the use of Microsoft Office applications and AutoCAD.
